The Innovation Adoption Library is already available

A Comprehensive Repository to foster Demand-Driven Innovation

The focus of the innovation adoption approach is to encourage the development of innovative solutions capable of enhancing services and addressing unmet challenges in society. It facilitates investments, driving innovation and digitization to overcome existing barriers to the adoption of innovative solutions and promote transformative actions among others, through the adoption of innovation.  

Instead of pushing innovations based on technological capabilities or supply-side considerations, demand-driven innovation focuses on understanding and responding to the explicit challenges faced by public organisations and citizens. This approach ensures that innovations are relevant, practical, and more likely to be adopted successfully. 

The Library: Contents and features 

This new Innovation Adoption Library is an extensive content repository (+350 resources) which looks to foster the implementation and raise awareness among public regional bodies and regional innovation actors such as start-ups and business organisations. It includes different documents covering aspects like: 

  • Innovation funding and programmes, 
  • Capacity building, 
  • Strategic frameworks, 
  • Financial mechanisms and policy programmes, 
  • Case studies, 
  • Communities of Practices, and Innovation Procurement Projects.  

The browsing feature allows to scan relevant information and best practices most suited to the needs. Currently, most of the contents are in English, but it also covers other 5 different languages (Finnish, Dutch, Swedish, Spanish and Romanian).  

Key Distinctions 

The consolidated, one-stop resource database ‘The Innovation Adoption Library’ is designed to collect and share benchmark data and policy trends, to boost the innovation adoption approach by acting as a catalyst. It fosters partnership and co-creation to address challenges that can answer the unmet needs of society and thus improve sustainable growth and jobs by increasing competitiveness based on innovation. 

There are different EU-wide databases (PROCEDIN, INNOFACILITATOR, Procure4Health), that collect Innovation Procurement communications and information regarding its relevance and impact at European Level. Despite these efforts, the Innovation Adoption Library is remarkable due to: 

  • Its national and regional focus, which is key for setting up actions or policies. 
  • A multi-target approach. Usually, these repositories are mainly focused on policymaking, and thus, these are addressed to decision-makers, which sometimes is difficult to understand for companies developing innovative solutions. 
  • The emphasis is on different approaches such as demand-driven innovation. Not just Innovation Procurement instruments such as PreCommercial Procurement (PCP) or Public Procurement of Innovation (PPI). 

The aim of the Library is to generate and disseminate know-how and capacitation that can help improve existing approaches. It is addressed to regional bodies in charge of innovation and funding instruments, public and private procurers, innovation ecosystem actors, organisations supporting innovation, innovative SMEs, startups and consultancies. 

This database is a live asset which will remain active after the project lifespan. It is a collaborative effort, and every piece of knowledge shared helps to improve it.
